Justine and Tulio. The truth is that a City or County can decide if parking is allowed in a bike lane or not. I assume the complaint is against Germantown where they decided against restricting parking in their 'bike lanes'. Under LAB and other guidelines, this makes them technically 'wide outside lanes'. Germantown was recently placed on notice that this is the case and it will reduce their 'bike friendly' score with LAB and the Federal DOT. I recently took my bike to Atlanta which has followed the same model and every lane I saw was a joke! At least Gtown has enough off-street parking near their lanes to make it a minor inconvenience. If you live in Germantown, I suggest you complain to your elected officials.

Most of the lanes that will be laid out in Memphis are expected to ban parking like was done on Southern Ave., but the newest lane on McLemore does not. We can hope that McLemore is a special case.

BTW, if you live in Memphis, let your elected officials know you support the development of new bike lanes that are PROPERLY constructed and marked. Just because Wharton announced his 'plan', doesn't mean the struggle is over - It's budget time for the City, and it's not pretty. Ask what is planned for next year.
No it is not legal for motorists to park a car in the designated bike lane. If the bike lane was not there then the motorist could be legally ticketed and/or towed for street parking on a resticted roadway.

Unfortunately, motorists see the bike lane as a convenient parking space. Memphis does not provide any public education to the motoring community regarding why the bike lane is there and does not enforce the bike lane with ticketing and/or towing parked cars.

The only vehicles that are typically allowed to be in the bike lanes are parcel delivery services (sort of), USPS, and emergeny responders.

Until the city begins a campaign to enforce ticketing motorists who park in the bike lane, cyclists will just have to continue to expect cars parked there.
Riding I always notice cars parked in the bike lanes. Is this legal?
